		<description>Unless you really feel compelled to help your neighbor, I would just respectfully decline his requests for help until he stops asking.  If you just start ignoring him, he should eventually get the hint.  Hopefully that resolves things without confrontation and you guys can just live next to each other and go on with your lives. 

P.S. AT&#38;T is an absolute train wreck.</description>
